bias_layer_impl

A layer\_mem to be used with a vector\_representation whose state and output
is always `scale`.  If a vector\_representation layer is autoconnected to some
keyed\_representation layer, the resulting matrix\_connection will have weights
from the vector\_representation that will make a bias\_layer act in the 
expected
fashion.
