An observer for layers that use strength_patterns. Output is based on the
variable timeout rule of MROM. If the layer's current_time is before
check_time,
return “?”. Otherwise, calculate the summed activity at check_time and compare to
check_threshold. If the summed activity is greater than check_threshold, the
timeout is late_timeout, otherwise early_timeout. If the current time is
equal to or greater than the timeout, return “no”, else return “?”.
